The hiring Manager the 2nd time gave feedback to the recruiter that my portfolio previously wasn't big enough when the recruiter had previously given me a lower number than what my experience was. Basically, the hiring manager either lied, required a much larger portfolio than the recruiter said, or misunderstood my previous portfolio ARR value. It made no sense.
