Too many layers of management, which makes growth opportunities difficult. Layoffs do not properly affect "soft spots", teams are hit rather than individually selecting low-performing engineers from all departments. Performance rating is determined by forcing all engineers into a bell-curve ranking, with a fixed amount of above average ratings allowed-this allows politics to affect the rating system. Some non-engineers can receive an average rating (3 out or 5), yet get no raise. Association is very weak when dealing with company management for periodic contract renewal.
