After two weeks since the second interview, I asked for an update. The manager personally wrote back a reply, saying, my interview performance was good, but there were changes in the organization, so no offer. I take this as either an internal candidate or top applicants accepted the offer then the position is "canceled" to other applicants. Or the position is frozed to new hires. Either way, it wasn't made more clear which situation it was.
