The expectation is for the instructor to completely and overwhelmingly dominate the discussion boards by replying to each and every student and then replying repeatedly to every single comment made by every student. There is a wealth of research on distance learning and the value of discussion boards so it is mystifying how any institution would prescribe to a process that is the exact opposite to all current research.
