I was disappointed and my expectations were a bit thwarted, as I had an initial screening with HR, they showed some interest, and then ghosted me, not saying anything afterwards, not even replying to an email inquiring about the state of the process. I think it's absolutely OK to not want to proceed with someone after a first screening, but the minimum is to let the person know that has happened.
