Met with HR. They asked very generic questions. I was then moved on to the manager of the unit. She asked questions about the specific job. I should've known they were desperate- they called to offer me the job before I was out of the parking lot.

Lengthy, really need to send reminder emails to even get an interview. Took about 3 months to have any sort of movement forward with my application. And that's with a strong resume & referral.
