I spoke with recruiters at career fair and went through a mini technical interview of sorts with one of the recruiters, we stepped to the side and he went through my resume and asked me to list all relevant classes I had taken, then asked many technical questions based on the projects listed on my resume as well as all the courses I had taken (ranging everywhere from signal processing to networking to assembly level software). I did well and he told me he was really impressed, and that I would hear from them in the next few days. About a week later I was reached out to after to set up a phone interview with a hiring manager who was interested in me. During the phone interview it was clear the interviewer was not the hiring manager (he said at the end he'd pass on his notes to the hiring manager) and wasn't quite sure what he should be asking me. From what I could tell, he was on the team I was interviewing for, but did not seem very interested in interviewing me. I got the feeling his manager just assigned him my interview.
