Scheduled a call with HR where we went over my background and experience. Discussed the role and various details. Was asked some questions about my expectations. Was rejected two weeks later without any explaination.

Pretty simple. Initial call and then follow up with 2 technical interviews and one final stage. Fist technical was short, just basic CI/CD, engineering concepts and work experience. Second technical was more intense with deeper discussion into previous projects and software engineering knowledge

Hiring manager interview. They don't allow you to speak very much, seems everything is about the coding exercises fully outsourced to Codility.
Online, time consuming and discouraging coding exercise.

Not every engineer agrees with doing coding exercises, inform of that phase before entering in interviews.
Sorry to hear that you didn't have a positive interview experience. Codility is one of 3 stages in our process for data engineers. However, we certainly want to give people the opportunity to speak and express themselves during the other interviews, so we'll take your comments on board and feedback to the interviewers for these roles!
