Submit a proposal specifying which area you want to work on and which PI you want to work with. Once your proposal is selected, they will fly you to Washington for an interview which includes a welcoming talk with the dean, a one-hour seminar to the whole department, and 30-min talk with the PI's who are interested in your proposal. They changed to phone interview in 2012.
