Release the credit card pop-up to a fixed % of the user base (say 5%). Compare various metrics of the control group (a 5% of sessions that do not have the new feature) to the experiment group. Depending on what you're trying to achieve (or what the ultimate goal of the feature is), define what 'success' is - is it the number of clicks? Revenue? etc etc In short, run an A/B test.
