I responded that whatever the deadline is for a proposal, that is the time that I allot. However, I got the impression from the question that a lot of proposals come through at the last minute, so I would be left scrambling. I asked them about their proposal process, and he asked me what I meant by "process". When I explained it, he didn't respond. His non-response told me they probably had none. It also appeared that they respond to many LPTA bids. He said they just added a Capture team, but it didn't sound as though he used them, or saw the value in them.
